I'm pretty sure it's the next promo. The TC might be a prize or be purchasable, or it could be both.

Remove the . in the spoiler brackets default smiley :)

And that is not a spoiler :P it has been confirmed on the howrse blog

We haven't had a lottery for awhile now, one would be nice. Good chance for me to collect turnips and APs.

And of course, for anyone watching the Olympics, Canada won gold in men's hockey of course. default smiley :d
