There is no specified way to get her; I probably won't spend passes on it and I might get her. It is based on luck. You might spend 15 passes and not get her, and I might spend none and get her. The way to make the spoiler work is to delete the / in the first [/spoiler] so it will look like [spoiler]

I've got tons of HOPs ready for pinatas, but I want to get the entire collection of rainbow divines. So far I've saved up 30 passes but I need like 100 more default smiley (lol) Can't wait until we see the green one! Green is my favorite color.
