I believer carnivorous is the best, with anubis close behind. Caicias (wind) also gives hestia's, but his drop varies more.

Carnivorus pays himself back every ~50 days if you give droppings every day (including winter = 1209 skill points per month, drops every 2000 points). Excluding winter is around every 2 months.

Carnivorus as said in first place, then Friggja at 58 days if you have fountain, then Anubis roughly every 2 months I believe, then Friggja if you don't have fountain at 70 days.

Dracorn has an average of like 3+ months. Pop Art between 43 and 120 days (tested by Kvezal when they made ageing divines possible on the tester for a short while), so slightly better on average and less effort than Dracorn, but still bad.

Technically the best would be Caicias, Winds generally have great droprates, but the specifics would depend on from which Wind strength you take care of it + there's the expiration date Winds have (though they usually still last for seveal years unless you forget WoY and do them even at just +1 wind).

Carnivorous - 50 days
Anubis - 52 days
Friggja - 60/70 days
Pop Art - 81 days
Drakorn - 90 days

Just to add to those, there's also Caicias the wind divine, who drops Hestia Gifts anywhere between 27 days or 108 days, depending on how conservatively you work him, and can drop between 64 and 112 H.Gifts before he expires, also depending on how you work him.
Working at any amount of positive wind will drop Hestia Gifts every 27 days, and drop a maximum of 64 of them before he expires.
Working only at +7 wind will drop Gifts every 108 days, up to a maximum of 112.

also luck with Caicias, mine likes to give me random stuff more than hestias.

The wind divines drop in a set order, actually. They always drop their primary gift, then the 10 passes, and then an "other surprise" in order from each storm. The other surprise is always the same item for each type of wind divine as well.

I've actually been giving my caicias orchids when at the 7+ so I fill the meter all in one day
It speeds up the drop rate a LOT.
