I think Howrse just decides a rotation of what divine/fragments are available and it's up to the individual to decide what to do with that. I don't think what fragments one player or another has already has any influence on the fragment packs - correct me if I'm wrong.

They tend to show up for ones you have more fragments for. But I seem to remember getting packs offered on ones with ~300 fragments when I didn't have more.

You are confusing the personalized packs with the Ascent fragment packs.



The offers are calculated starting from the newest Divine you're missing, and not by the one you're missing fewer fragments for.
Personally I got offers for Divines I had barely 20 fragments for, while other older Divines I had almost completed went ignored.

I swear I've only gotten packs for divines where I've had 600+ for. Maybe I'm just unlucky. But I do own like 80% of all divines so these packs are very rare for me nowadays.

I pushed back the ascent wayyy too far and my wrist was in agony last night so I was NOT gonna fill the meter for lug. I left it around 800+ or so, Hoping I'll see her in a monthly pack next month I think

Ugh. Newest vs fewest missing fragments makes sense too. Seeing as I've obviously started collecting more in events since coming back. I guess I can give up on hoping for Puss in my personalized pack then....
