We still don't know the perk as it was not shown to us on preprod. However,

when Loki is released I'd imagine we'd see him in the Special Horses page right away and you should be able to read his info without actually buying him.

Those are not divine ornaments, just regular ornaments. So far, it is not possible to buy divine ornaments directly.

Just to point put that hippogriff is a half eagle, half horse AND griffin is a half eagle, half lion. Two different creatures. In Howrse, we already have griffins as companions default smiley (ow)

To your main question, I haven't found any information about hippogriff yet. Maybe the info can be seen when Xmas packs come to the shop?
