I am - the Water Divines is the only set (Aside from the Chinese and Season Divines) that I've mastered to keep up on as they are released

Yes, the item is the Seal of the Apocalypse. The description is as follows:
Transform you horse into an apocalyptic entity thanks to the Seal of the Apocalypse.

This item will give the horse the following bonuses:

Stamina: +5
Speed: +5
Dressage: +5
Gallop: +5
Trot: +5
Jumping: +5

Your horse can become...

Famine - Your horse does not lose health when it is too thin.

Death - The health and morale of your horse have no bearing on the results of training, rides or competitions.

Plauge - Your horse has the chance of giving its coat to one of its descendants during its first five coverings.

War - Your horse receives an extra +3 bonus to each skill.

Only horses older than 1 year and 6 months can use the Seal of the Apocalypse. The Seal of the Apocalypse cannot be used in conjunction with another special coat. If you first give a Golden Apple to your horse, then give that same horse the Seal of the Apocalypse, it will lose its Golden Apple.

Yes, that it what it means by "Your horse has the chance of giving its coat to one of its descendants during its first five coverings." - So from when the horse gets that coat, the first five foals he or she produces (only one parent needs the coat) have a chance of inheriting the coat (remember, it is only a chance so a Plague Horse might not produce a Plague foal in its life). It has also been proven on the test servers that the foals who get the coat can also pass it down.
Of course, because of this - this coat is also the rarest one to get.

Seal of Apocalypse horses
in the sales yet, because it hasn't come out yet; and once it does the horses with it will probably be super expensive. Especially the rare ones.
