To achieve 100% BLUP, you need to bold your horse's top three skills by genetics by gaining all possible skill points from training, rides, and competitions in that area, earn 20 1st place wins (only 1st place counts, but you can have a mix of Classical and Western), and age to at least 10 years old.

Since it says that your training is 1/3, this likely means one of two things 1) You just bolded one of those two skills. BLUP updates only when the horse ages, so if you just bolded a skill and haven't aged the horse, the bar won't update -or- 2) One of the two skills that you've bolded isn't one of your horse's top three skills by genetics. I say "by genetics" because if your horse isn't purebred, their top three skills may not match those for the breed they show up as. Make sure that you're looking at the Genetics tab and bolding the three skills with the highest values.
