the same way as you would breed a normal foal. Breed an ephemeral mare and an ephemeral stallion

Quite similar to how you breed a normal foal.

But In order to cover your ephemeral mare, you must first reserve a cover for her from an ephemeral stallion that you own, then the option to breed the ephemeral mare will be active.

Age the foal up to at least 2 yrs 6 months, then breed it with another ethemeral horse that is above 2 yrs 6 months
