What are some good strategies to improve the skills of boarded horses at your EC?

Start with setting a minimum skill requirement. If you're looking to improve your lessons, you can hire a Saddler and also board some of your own high-skilled horses.
A Saddler decreases leather consumption. It doesn't affect the horse's skill level rating.

You can increase the minimum skill level in the Management>boarding page, but because the horses level rating takes the horse's highest skill into account, that setting isn't precise. Zaldia's VIP perk allows you to reserve access to the equestrian center based on a certain skill instead of based on skill total.

The easiest way to boost the horses level, if that's your goal, is to hire the Instructor. The Instructor will only take the 4 best boarders into account. You can use two of your own horses that have one really high skill for that particular skill to help bump up that rating, and then it won't matter what the skills of the other horses are.
