Why can't I find the general teams page? I haven't been able to find it ever since my team disbanded.

Go to the achievements tab then click rankings then click on best teams.
If you mean the "Teams" tab under Community: you only see that if you're either a VIP (and could therefor create a team) or if you are a member in a team/have received an invite from a team. Otherwise that tab doesn't exist.
