Hermes' Winged Staff is a one time use item. It functions as an alternative form of payment to passes when purchasing a Black Market Item. Just as passes would be deducted from your reserve once you've spent them on an item, Hermes' Winged Staff will be removed from your inventory once you opt to use it to purchase a Black Market item.

Remember that Hermes' Winged Staff can only be used to purchase Black Market items that are always available for purchase with passes and available to trade in the Item Exchange. This means that it cannot be used on things like a Pieces of Cloud Pack (not available to be traded) or a Tyche's Crown (only available for purchase when a promotion is ongoing, not all of the time).
