How do players keep making horses with 100+ Blup with under 20 competition wins any advice or information is greatly appreciated

The Black Market item Athena's Medal allows you to bypass the 20 1st place wins requirement for +100% BLUP.

Is Athena's medal only available through events because I can't seem to purchase it with passes as it is not listed in black market or trades.
