Why can't I exchange a nyx pack for titans challenges or golden fleeces using themis scale? Other items are popping up

You can only exchange for the Challenge and Fleece when they are available in the Black Market for passes, which is generally when a divine is on offer.
They aren't available in the Black Market all the time.
