When tack is offered by the equestrian center to a horse, what happens when board is over? Does the tack disappear?

No. If a horses uses tack from an EC they keep it.
In addition: you can still replace it later with 2** or 3*** tack or BMI like Victory Pack or Poseidon's Pack. But once tacked, a horse will never be untacked.
