What are the 'exceptional items' I could get from the Tyche's Crown and what do they do?

From the picture on the Tyche's Crown page I'd say they are things like Aphrodite's Privilege.
If you go check out the Ultimate Pack on the passes page, you can see what that is, and more privilege examples.

Don't expect to find them in each Crown by the way, it's a very rare thing. Crowns always contain some fragments of the divine (all the missing ones if you are lucky) and some other items like a BMI, some equus and maybe coloured 2** tack or some food items.
