In what season am I able to grow pass seeds in my equestrian center? Whenever I try, it says it’s “not the proper season to grow it in”

And another small addition: putting a tractor on the pass seeds field will have no influence on the outcome; it's always 100 passes.
Per the Equestrian Center manual linked at the bottom of the page, Section 1.5.5, pass seeds are grown in fall/autumn. This is the in-game season, not your real-life season. Per the Breeder's Manual linked at the bottom of the page, Section 1.2, "Fall starts on the first day of each real month. Since each season lasts 1 week, Winter begins on the 8th, Spring arrives on the 15th, and Summer starts on the 22nd. Summer lasts until the end of the real month, then the cycle of seasons starts again the next month."

Also keep in mind that pass seeds can only be grown on a large meadow, so you will need 25 seeds, and they must be grown using manure fertilizer. Additionally, you cannot grow pass seeds in a greenhouse.
