The only way is to wait for it to appear I'm afraid.
Howrse never reveals when or how that will happen so we'll just have to be patient.
Besides that, Bucephalus' tack has come around not too long ago (I don't remember the date, maybe someone else does?), so my guess is it will take a while before it will happen again.
