Yes, fertility has no effect on cows.
the below part of the above answer is incorrect or misleading.
And the big advantage of having your meadows at 100% is that your EC boarders will not eat from your inventory, but from your meadow (= for free).

the only part of your meadows that affect what your boarders use is the one's that are being used as pasture. the quality of the other meadows doesn't affect that.
True indeed.
But keep in mind that after cows have been raised starting with a 100% meadow, the meadow will be something like 85% fertile. It takes several days to get it back to 100%, even when you have divine Geyser who speeds up refertilization.
If you start with a less fertile meadow, it will take much longer to get it back to 100% again.
And the big advantage of having your meadows at 100% is that your EC boarders will not eat from your inventory, but from your meadow (= for free).

EDIT: Indeed this only goes for the meadows in use as pasture.
