"Best" depends on whether you mean cheapest, or fastest, or the easiest horses to look after.

The fastest way is to buy up cheap horses in the sales, and also just work horses you already have. Buying obviously costs a bit more.

Cheapest is to again work horses you already have, and breed them. If you use your own stud covers the foals will only cost 100-2500 in vet fees, depending on your reserve amount.

The easiest horses to look after are immortals with a Hypno's Blanket because you can just put them to bed and can skip actually caring for them. This is expensive, and takes a while to build a herd, but is great in the long run.

The key takeaway of an AP farm is just that it's working horses that don't have a Morpheus' Arms, as those are the only horses that can't find aging points. Players build up and work their AP farms according to how much time they have to farm each day, and whether they also want to earn equus from the horses by doing missions or comps with them as well.
